Woman charged with unlawful sexual conduct involving teenage boys

ST. GEORGE — St. George resident Kiley Michelle Kramer, 34, surrendered herself to police at the county jail Wednesday in connection with a police investigation against her. She was then arrested and booked on four misdemeanor charges alleging she had had unlawful sexual contact with two teenage boys in the summer of 2014.

“We were told that she was being investigated,” Kramer’s attorney Douglas D. Terry said, “and she did voluntarily surrender herself but we did not know specifically what the charges were.”

The investigation

The investigation began, St. George Police Sgt. Sam Despain said, when a male juvenile came forward on Jan. 29 and spoke with police regarding a sexual offense.

As a follow-up, St. George Police Detective Choli Ence met and interviewed two juvenile boys, ages 17 and 16, who allegedly had sexual encounters with an adult woman, Ence wrote in his probable cause statement supporting the arrest.

During the interviews, Ence said in the statement, one of the teenage boys told the detective of an incident in the summer of 2014 where they were hanging out with Kramer and she allegedly exposed her breasts to them.

Additionally, Ence said in the statement, the teenage boys followed Kramer into her bedroom and she allowed them to touch her (private parts) and she in turn touched theirs.

During the investigation, Ence also spoke with two juvenile girls who said they were present at the time of the incident, his statement said. The girls confirmed that Kramer had exposed her breasts to them several times, he said, and that the boys had followed Kramer into her bedroom and locked the door.

Surrender and arrest

Based on the interviews, the statement said, Ence called and attempted to speak with Kramer about the alleged incident. Kramer invoked her Miranda rights and stated that she had retained attorney Doug Terry.

On Wednesday, she met Ence at the Washington County Purgatory Correctional Facility where she was booked into jail and later released on posting a $7,800 bail bond.

Washington County Attorney Brock Belnap filed charges Thursday in 5th District Court bringing the four counts against Kramer based on Utah’s law specific to unlawful sexual conduct with a 16- or 17-year old when a defendant is 10 or more years older than the minor at the time of the alleged offense.  This misdemeanor statute expressly does not apply in cases where violent acts such as rape, object rape, forcible sodomy or aggravated sexual assault may be involved.

Kramer’s first appearance, an arraignment, is scheduled for Wednesday. She adamantly denies the charges, her attorney said.

“She’s innocent of these charges,” Terry said, “and we intend to aggressively defend against them.”

Persons arrested or charged are presumed innocent until found guilty in a court of law or as otherwise decided by a trier-of-fact.
